Create an immediate charge
PUT/cob/:txid
Creates an immediate charge (cob) addressed to the creditor's PIX key. The debtor settles the charge by reading the returned QR code or by entering the transaction ID. The txid is supplied by the caller and must be unique across the PSP for at least 365 days.

A charge with this txid already exists. Resubmissions of an identical body are idempotent; differing bodies return 409.
